IMPAQ is seeking a self-motivated individual to join our Advanced Analytics Division. The Health Insurance Marketplace Technical Project Manager will support projects primarily in the Health Division collaborating with the Health Insurance & Marketplace practice area team of exceptional people to contribute to work that affects the health care of millions of people. The ideal candidate will have experience in quantitative data analysis and participate in all aspects of IMPAQ’s current projects, including performing a variety of tasks related to statistical and quantitative data analysis, producing data visualizations, and translating data analysis to report writing and presentations.

 

The position may require travel to the client site in Bethesda, MD.

Responsibilities

  • Oversee project management and development responsibilities for complex IT projects including the build of analytic tools and reporting systems.
  • Execute data manipulation tasks including extracting, recoding, merging, and de-duplicating datasets
  • Produce data visualizations for client reports, presentations and other activities using Tableau
  • Help trace data transformations across multiple and interconnected data systems
  • Analyze data, summarize results, and incorporate findings into reports tailored to client needs that include actionable recommendations (includes writing technical reports and making presentations to government clients)
  • Assist in preparing presentations to government clients.
  • Implement quality assurance processes and techniques into data analysis and company-wide processes

 

Qualifications

Education

 

BS Degree in Computer Science, Software Engineer, Information Systems Management or related field, MS preferred.

 

 Knowledge, and Experience

  • 5 + years consulting experience in health management, health policy or public health.
  • Experience and proficiency in programming, web programming, and data manipulation using Salesforce, ASP.Net, Java.
  • Experience working in integration tiers, using XML/Web Services. In addition, this staff shall be familiar with portal technologies and User Interface design. 
  • Experience with information technology build (hardware & software), data architecture, and health informatics are required
  • Experience and knowledge of data analysis and data management techniques using SAS or other tools; such as Python, R , Access, Excel; required
  • Experience working with administrative claims data or health insurance claims data in SQL and/or SAS environments
  • Experience overseeing the development of data visualizations using Tableau or similar software, including the use of design techniques such as wireframing and prototyping, is preferred.
  • Experience supporting data mapping and systems integration tasks is preferred
  • Experience developing and executing System Test Plan, including reporting and tracking issues, is preferred
  • Familiarity with CMS and the Affordable Care Act is required. Familiarity with CCIIO and individual and small group health insurance marketplace policies and regulations is preferred.

  • Skilled in all aspects of data processing management and quantitative analytics

  • Ability to exercise strong attention to detail, problem solving, and organizational skills. Includes the ability to produce consistent, high-quality deliverables while meeting tight deadlines
  • Strong communication skills, both verbal and written is a must. Includes the ability to communicate complex technical material succinctly and accurately, both orally and in writing
  • Excellent people skills with a customer service oriented approach, and a focus on building relationships with the client and project team
  • Ability to work independently as well as with a team in a fast-paced environment. Includes the ability to be flexible to meet project priorities
  • Intermediate to advance knowledge of Microsoft Excel, PowerPoint, and Word
