    The Research Associate - Clinical Quality Measure Specification Lead will lead electronic clinical quality measure (eCQM) development and maintenance within the Health Division. The incumbent will also support IMPAQ-wide initiatives, including proposal development for new business opportunities.



    • Lead eCQM technical specification development including the creation of business cases, and related documentation, in accordance with industry standards and tools.
    • Work closely across project team functional areas (development, specification, testing, and implementation) to ensure an integrated approach to eCQM development.
    • Support the identification and prioritization of quality measures; collaborate with other contractors to improve the alignment/harmonization of measures.
    • Develop/recommend best practices regarding optimal approaches to eCQM specification.
    • Support client and external meetings such as standing project team meetings, technical expert panels, and workgroups.
    • Represent the project team in presenting applicable measures to the National Quality Forum for endorsement consideration.
    • Represent the project team on external committees, and process improvement events (e.g. Lean Kaizen events, eCQM Annual Update Meetings, related standing calls).
    • Serve as a subject matter expert in supporting the continued growth and development of project team specification staff.
    • Support new quality measure-related business opportunities.
    • Develop content and/or support review of state and federal proposals.


    Education, Knowledge and Experience

    • Master's Degree in a health care informatics or related clinical field (e.g., nursing, pharmacy, medicine) required.
    • 5+ years’ experience in a task lead capacity specific to quality improvement or performance measurement, preferably in government contracts and programs.
    • 3+ years’ experience in leading the development of eCQMs for evaluation of healthcare processes, outcomes, patient perceptions, and organizational structure and/or systems.
    • Experienced in health information technology, particularly electronic health record systems, clinical data registries, and related facility/practice clinical workflow.
    • Experienced with clinical code sets and terminologies including SNOMED CT, ICD-10 CM, ICD-9 CM, NDC, RxNorm, LOINC®, CPT.®
    • Experienced in evaluating data sources necessary to support eCQM development.
    • Experienced in the development of technical specifications in Health Quality Measure Format using industry standards and tools (i.e. Clinical Quality Language, CMS Measure Authoring Tool, National Library of Medicine Value Set Authority Center, and CMS BONNIE Tool).
    • Ability to translate measure development artifacts to the required documentation necessary to support packaging of measures for NQF endorsement consideration.
    • Ability to lead annual updates/maintenance of electronic specification logic, value sets.
    • Maintain current working knowledge of the CMS Measures Management System (MMS) Blueprint to guide and inform the eCQM development lifecycle processes.
    • Maintain current working knowledge of all NQF endorsement criteria (e.g., importance, feasibility, scientific acceptability, use and usability).
    • Ability to lead annual updates/maintenance of electronic specification logic, value sets.
