    The Clinical Quality Measure Testing Lead will lead electronic clinical quality measure (eCQM) testing processes within the Health Division. The incumbent will also support IMPAQ-wide initiatives, including proposal development for new business opportunities.


    • Lead the development and approach to eCQM testing including the creation of test plans, data collection tools, statistical tests, risk-adjustment models, and related deliverables.
    • Recruit external stakeholders to actively participate in eCQM testing, implementation and maintenance (e.g. providers, practices, patients, caregivers, EHR vendors, registries).
    • Integrate test-driven development into the eCQM measure development lifecycle.
    • Conduct and/or lead measure testing activities according to the test plan requirements.
    • Develop and/or review measure testing summary reports.
    • Work closely across project team functional areas (development, specification, testing, and implementation) to ensure an integrated approach to eCQM development.
    • Collaborate with other contractors to improve the process and testing of eCQMs (e.g., develop and share best practices regarding optimal approaches to eCQM testing).
    • Support client and external meetings such as standing project team meetings, technical expert panels, and workgroups.
    • Support the project team presentation of applicable measures to the National Quality Forum for endorsement consideration.
    • Represent the project team on external committees, and process improvement events (e.g. Lean Kaizen events, eCQM Annual Update Meetings, related standing calls).
    • Serve as a subject matter expert in supporting the continued growth and development of project team analytic staff.
    • Develop content and/or support review of state and federal proposals.


    Education, Knowledge and Experience

    • Master's Degree in a health care informatics or related analytic/statistical field required.
    • 5+ years’ experience in a task lead capacity specific to quality improvement or performance measurement, preferably in government contracts and programs.
    • 3+ years’ experience in leading the testing of eCQMs for evaluation of healthcare processes, outcomes, patient perceptions, and organizational structure and/or systems.
    • Experienced in health information technology, particularly electronic health record systems, clinical data registries, and related facility/practice clinical workflow.
    • Experienced with analyzing clinical code set data including SNOMED CT, ICD-10 CM, ICD-9 CM, NDC, RxNorm, LOINC®, CPT.®
    • Experienced in evaluating data sources necessary to support eCQM development.
    • Experienced in creating data collection tools to support measure feasibility testing.
    • Experienced in using the CMS BONNIE tool to create and use synthetic patient test decks to support internal unit testing and practice site or facility implementation testing.
    • Experienced in conducting empirical analysis and statistical tests to support eCQM reliability and validity testing in accordance with NQF scientific acceptability criteria.  
    • Ability to translate measure testing artifacts to the corresponding documentation necessary to support packaging of measures for NQF endorsement consideration.
    • Ability to support any testing requirements related to ongoing maintenance of eCQMs.
    • Maintain current working knowledge of the CMS Measures Management System (MMS) Blueprint to guide and inform the eCQM development lifecycle processes.
    • Maintain current working knowledge of NQF endorsement criteria specific to feasibility and scientific acceptability.
